The county ordinance states: Sec. 8107-41.3.3 – Standards for Farmworker Housing Complexes c. A farmworker housing complex is not allowed in any area designated as a Very High Fire Hazard Severity Zone. 

Does being completely surrounded by such a zone not count?

One would assume that a project of this magnitude would prioritize safety rather than neglect it entirely. AMCAL appears to be a company that prioritizes profit over the safety of farmworkers. It seems clear by their proposal that they do not genuinely care for the farmworkers, or they would consider relocation to a safer place for the Hardworking Farmworkers to live far away from inherent dangers associated with 4884 N. Ventura Ave

 AMCAL is not a agricultural employer, is perceived as not caring for farmworkers or their families; otherwise, they would move this project to a location that is safe and convenient for farmworkers. Reviewing the VHFHSZ Local Response Area Fire Map, it appears unlikely that a wildfire would bypass Ventura Ranch, as common sense would indicate the opposite. Farmworker Justice has been requested to intervene, as AMCAL seems to be self-interested.
